On September 21st Sally Schroer broke in to a private residence when no one answered the door. The mother was 18 feet away she had to call the school because the case worker informed her that if she did not call with in three days she would have truancy issues. The mother does not have a phone because she cannot afford one she has three sick kids that could possibly get the neighbors kids sick if she brings them to her home to use the phone.
The children according to Schroer's report were found in deplorable conditions.
A clean home
no safety hazards present
plenty of healthy food in the fridge
and plenty of clean clothes
all three children were very clean.
The 15 minutes in the baby proof home with poverty related neglect MUST NEVER BE LABELED NEGLECT According to Minnesota State guidelines For maltreatment. Children MUST NEVER BE REMOVED FROM THE HOME unless imminent danger is present. According to Minnesota state guidelines that is children left unattended for hours, children unattended in or near a tub of water, in or near heavy traffic or in or near fire or other major safety hazards.
Lead investigator Victor Atherton decided in the case of this mother Minnesota state guidelines do not apply as they would to everyone else and labeled the mother's poverty related neglect with out imminent danger to be a reason to place children in foster care using laws that do not apply. Also the services offered before removal with zero imminent danger that are required by law to keep the family together were also denied to the mother. WHAT WE KNOW IS SALLY SCHROER IS ONLY ABLE TO DOCUMENT EFFECTS OF ABUSE THAT SHE HERSELF INFLICTED.

SALLY SCHROER AND CARI KRENIK ARE BOTH GUILTY OF DISCRIMINATING, DENYING OR CUTTING, SERVICES TO A DISABLED MOTHER, PERJURY AND ILLEGAL FORCED SEPARATION OF A MOTHER TO HER CHILDREN MALTREATMENT AND PARENTAL ALIENATION, DENYING THE MOTHER TO MAKE DECISIONS FOR HER CHILDREN .
SUPERVISOR LOWELL FREEMAN AND HEAD OF HUMAN SERVICES SUE RYNDA WERE INFORMED OF THE VIOLENT CRIMES AGAINST EUGENIE HARRIS WHO HAS A DISABILITY FROM BEING TORTURED AND HER 1 YEAR OLD, 4 YEAR OLD AND SIX YEAR OLD CHILD.
