A JOINT EFFORT OF MINNESOTA COUNTIES
AND
THE DEPARTMENT OF HUMAN SERVICES

MINNESOTA DEPARTMENT OF HUMAN SERVICES
FAMILY AND CHILDREN SERVICES DIVISION
444 LAFAYETTE ROAD
ST. PAUL MINNESOTA 55155-3830

THESE CHILDREN HAVE BEEN EMOTIONALLY TORTURED AND SOLD SO THAT TONY AND MELISSA DOBMEIER COULD BE PARENTS THE CASE WORKERS FORGED LIES AND CUT SERVICES TO TAKE THEM FROM THEIR MOTHER. THEY EVEN BROKE LAWS WHEN THE CHILDREN WERER ABDUCTED TO SALE THEM OUT

1) When did the agency first have contact with the family
September 8, 2012
2) Did the agency identify problems at the time
After Removal
3) Did the agency assess the family to determine what services or other supports were necessary to remedy       the situation
 After Removal
4) Did the agency provide the services to be necessary
None offered
5) Did the family request additional services
Yes
6) Did the agency provide those services to the family
No
7) Did the Family accept services provided by the county
Yes
8) Did any of these services remedy the problem.
None offered that would remedy the problem
9) If the services did not remedy this problem were additional services tried
No
10) Were any services suggested but not provided because they were unavailable
No
11) If services were unsuccessful why
None were offered that had any relationship to the problem.
 12) what other services designed to address these problems are available in the community that the agency  has not provided.
It appears as though the social worker cut and denied the mother services with the goal to terminate the mothers rights so the children could be sold with the recipents being the Tony and Melissa Dobmeier. They placed an order to have the mother disposed of so they could keep her three children
13) why were services not provided
Sally Schroer broke in to the home and started going through drawers and packing bags without ever asking questions she told mother, had I come and found you in the bathroom i would still be taking your kids. More importantly Sally Schroer seems to have an education deficit in how to perform her job. She also clearly has an education deficit when it comes to doing her job in accordance with the law. She has an out right glaring ignorance on what it is like to live in poverty and on the subject of mental health. She also seems to possibly be a pathalogical liar.
14) Was there an emergency situation in which the child could not be protected without removal from the home
I interviewed 5 different cps workers from 5 different counties Hennepin, Ramsey,Rice, Steele, and Goodhue in the state of Minnesota. The five different county workers were  a consensus  based on the circumstances the 15 minute absence was the result of a single parent who had three sick kids and  poverty related. correctable with services.  The 5 different workers all determined that they do not see an emergency situation.

It is my understanding that Sally Schroer told mother that had she stopped by and found her in the bathroom she would still be taking her kids.

15) If so what services did the agency consider providing as an alternative to removal from the home
None
16) Since the removal has the county provided services aimed at reunification.
None
17)Have these services been successful
No there were none offered. They were either cut or denied to the mother and children for reasons such as it would interfere in the children s schedule with Tony and Melissa Dobmeier who were providing temporary care. Services were also denied so the parent child therapy with Tony and Melissa Dobmeier would not be disrupted. Sally Schroer denies twice to allow the parent education so not to traumatize the children by reuniting them with their mother in safe environment. The next time Sally refuses because she wants to terminate so she can adopt children out to Tony and Melissa Dobmeier.
18) Does the agency have a plan for services aimed at reunification
No
19) Has the agency considered the families request in developing these services
No
20) Could the child be returned if appropriate services were provided
Yes They should have never been removed
21) Were all parties represented by counsel
Yes
22) Have all parties have a chance to review records
Yes
23)Have All parties had the opportunity to offer testimony
No
24) Has the agency proved that it has made a reasonable efforts to eliminate the need for removal on the issue of reasonable doubt
No
25) Has the agency been ordered to create a reunification plan
Yes
